The City of East Cleveland, though well situated near premier institutions and transit, has been down on its luck for decades. Where many see insurmountable struggles, the Cuyahoga County Land Bank sees opportunity. With a portfolio of hundreds of vacant properties, the Land Bank hired KUA to develop a long-term vision and framework for the neighborhood as well as a master plan for a pilot project, with the ultimate goal of creating attainable housing in a revitalized community. KUA worked with stakeholders to reframe expectations and develop a process for successful, incremental growth. An Action Plan Report outlines strategies and recommendations for future growth, including a Framework Plan and a Master Plan for the Phase 1 Pilot Project. Additionally, Design Guidelines ensure quality future development.
